I did suggest "any" programs. Programs such as MSN, anti virus software etc. It's just not limited to web explorers.

Cant you use a command called rate 25000?
Also I heard that you can specify max packets not sure how though.

In console the commands are:

\rate 25000
\cl_maxpackets 100
\cl_timenudge -50

there are further commands,but those should eliminate most if not all lag Very Happy
